Overview


Humanitarian response requires the ability to establish and maintain physical access people who are affected by conflict or disaster. Bureaucratic issues, conflict, and direct attacks on humanitarian personnel can inhibit this humanitarian access. The Office for the Coordination of Humanitarian Affairs (OCHA) develops tools to address access-related issues, including humanitarian engagement with non-State armed groups. OCHA has developed an Access Monitoring and Reporting Framework, including a database and handbook, based on a typology of access constraints, in order to facilitate better data collection and analysis, and to inform policy and field operations access.

The purpose of the Humanitarian Access database is to systematically support data collection on: (i) access constraints and their impact in the humanitarian action, (ii) formal or informal policies to restrict access, and (iii) action taken by humanitarian actors to overcome or mitigate access constraints. The Humanitarian Access database identifies specific access constraints, establishes patterns, illustrates the impact on the suffering of civilians, and identifies underlying trends related to access. The target audience are humanitarian actors working in specific access-constrained emergencies where the database is operational.
