Recruitments of national staff for OCHA field offices have to go through UNDP, and are advertised using UNDP formats and procedures. For OCHA headquarter positions, hiring managers can use Inspira, and in some cases have the option of going through UNDP (eg. in Istanbul, the hiring manager can choose between Inspira and UNDP).
Process
For recruitments administered by UNDP, hiring managers or their HR focal points, should liaise with their UNDP focal points, as procedures may vary somewhat from country to country. If an office is advertising an entirely new position and has the possibility to develop new ToRs, a good starting point would be the P2 and P3 job profiles. A few examples of national ToRs developed on the basis of those are available below. For Inspira announcements, the process is administered with support from OCHA human resources in HQ. An example at NOA level is provided below. The P2 and P3 job profiles can also serve as a guide for the ToRs (again, see examples below).
