Global Training on the New HPC.tools Country Module

Global training sessions will introduce the new HPC.tools Country Module, the unified platform replacing RPM and the Project Module, and incorporating the global 3W tool. Sessions include a walkthrough and Q&A. Separate trainings are held for country clusters and partners, reflecting different system roles.

Menu of objectives, activities and indicators - HPC 2026

The menu of common objectives, activities, and indicators is the key reference document that provides country teams with a standardized, inter‑agency‑reviewed set of options to help quickly select humanitarian activities and indicators. Activities link to standardized Strategic and Cluster Objectives to anchor costing in the HNRP’s logical framework to support integrated needs, planning, monitoring, and financial tracking within the new Country Module.

The menu of activities includes inputs from the Global Cluster Coordination Group, the Global Cash Coordination Group and key implementing partners, reflecting cluster-specific frameworks where they exist and highlighting key activities. The menu was prepared by analysing over 7,000 data points on the objectives, activities and indicators of 10 offices that provided activity costing data for 2025 as well as their activities and indicators as registered in the Results Planning and Monitoring (RPM) tool between 2022 and 2025. Activities and indicators were cross-checked against the inter-agency approved Humanitarian Indicators Registry and country-specific logical frames available on humanitarianaction.info.

This guidance explains the activity‑based costing approach for the HPC 2026, detailing how standardized unit costs for activities should be calculated and linked to logframes to produce financial requirements. It also explains how the Country Module will integrate needs, planning, costing, monitoring and financial tracking in a single system.

HPC.tools Country Module: Excel tool for logframe and costing

The Country Module Excel tool must be used by Country Offices to prepare logframes and costing offline, while the new online HPC.tools Country Module (replacing RPM, the Project Module, and integrating the global 3W) is being finalized. Data entered in this file will be uploaded directly into the Country Module once it goes live, for the HPC 2026.
